STANDARDS AND SPECIFICATIONS

  1. These Standards and Specifications for Water Meter Taps are subject to all applicable By-Laws, Rules and Regulations of Consolidated Water District #1 and are subject to change without notice.
  2. All Benefit Units (water meters) shall be purchased following the established policy(s) of Consolidated Water District #1, prior to scheduling the tap.
  3. Consolidated Water District #1 shall own and maintain the service connection from the water main to and including the water meter and pit, after passing final inspection.
  4. The owner of the Benefit Unit (meter) shall own and maintain the service line from the exterior, discharge side of the meter pit to the building or premises.
  5. Only individuals or contractors with documented experience in utility service line work shall perform the installation of the water service.
  6. Homeowners, untrained individuals, or persons without relevant utility installation experience are strictly prohibited from performing any part of the work.
  7. Unauthorized or unqualified work will be subject to immediate stop-work orders and potential fines and denial of the water meter tap.
  8. The owner/builder/plumber shall obtain all necessary permits and pay any fees associated with the permits required by any city, township, county, or state to excavate in the right-of-way or to extend any pipe under the same. The owner/builder/plumber shall follow all regulations set forth by the same, including backfill and restoration of the appropriate surface.
  9. Failure of the owner/builder/plumber to comply with Consolidated Water District #1 specifications or those of any city, township, county, or state, will result in the denial of future water service taps.
  10. Consolidated Water District #1 may refuse to accept any requests for water meter taps by an owner/builder/plumber who has any unpaid balance due to Consolidated Water District #1.
  11. The Water Meter Tap Work Order must be available upon request at the job site before service connection is made.
  12. The water meter should be set in such a manner that its location shall provide unobstructed access at all times.
  13. These Standards and Specifications only apply to 5/8″ x ¾” and 1″ water services. 1-1/2″ and 2″ water services will be installed by a contractor retained by Consolidated Water District #1. For 3″ and larger water services the builder/plumber shall contact Consolidated Water District for water meter installation.
  14. Scheduled available tap times are as follows: Monday through Thursday at 8:00 AM, 10:00 AM, and 1:00 PM, and Friday at 8:00 AM and 10:00 AM, weather permitting.
Builder/Plumber Responsibility
  1. Utility locates shall be called before excavation.
  2. All excavation shall comply with OSHA 29 CFR XVII 1926 Subpart P – Excavations.
  3. The builder shall perform all necessary excavation and boring (if applicable) prior to the scheduled tap date and time, or risk having the tap cancelled.
  4. The Builder/Plumber shall perform the necessary labor to excavate the tap hole and bore under any street/road according to the specifications below and install the water service line and related appurtenances.
  5. The service line from the building/premises shall be installed prior to scheduling the tap.
  6. The pipe (supplied by CWD #1) required for long-side services will be connected to the bore equipment or string and pulled across at the time of the tap.
  7. Each water service shall be supplied by its own tap and pipe. No sharing of service lines will be permitted.
  8. Shut off valve must be installed on service line prior to meter installation.
  9. Each long side service shall be installed in its own bore under the street/road. No sharing of bores.
  10. All pipe shall be buried to a minimum depth of 36″.
  11. All pipe shall have an outside diameter equal to Copper Tube Size (CTS).
  12. All pipe shall be continuous with no intermediate couplings.
  13. All water services shall maintain 10′ horizontal and 2′ vertical separation of all sewer lines.
  14. All water meters shall be set outside the Right-Of-Way in a Utility Easement (if present) or on private property.
  15. The water meter shall be set 15 feet from the curb in subdivisions or within 15 feet from the right of way in rural areas, or within 5 feet to 10 feet of the water main if located on the same side of the street.
  16. The water meter shall be set within 15 feet of the driveway, or an approved location by Consolidated Water District #1 prior to excavating for the water meter.
  17. All water meters shall be set in a green space, not under concrete/asphalt, and not in landscaping.
  18. The Builder/Plumber is responsible for notifying all property owners where excavation will occur 24 hours in advance of any excavation. This includes properties across the street for long-side services.
  19. All excavation in finished yards for long side services, the Builder/Plumber is required to place padding down for placement of spoils. This will minimize the area disturbed by excavation.
  20. All excavations shall expose a minimum of 4 feet of the water main.
  21. The water main shall be exposed 12 inches in all directions at the tap location.
  22. All taps shall be a minimum of 2 times the pipe diameter away from fittings, pipe joints, and other taps.
  23. The tracer wire shall be exposed along the water main (if present). DO NOT CUT!
  24. The Builder/Plumber shall contact Consolidated Water District #1 a minimum of 24 hours in advance to schedule the tap.
  25. The water meter and pit shall follow the following installation specifications:
    1. Water meter ring/lids shall be set at the anticipated final grade level.
    2. Water meters shall be installed 15 to 18 inches from the top of the register to the meter lid
    3. Water Meter and Setter shall be installed centered in the meter pit no more than 36 inches total depth at exact location of meter pit.
    4. All water meters shall have a water meter setter support pole installed.
    5. All inlet and outlet connections shall be visible (not covered) through the meter lid.
    6. All meter pits shall be installed in their original shape and not made egg-shaped.
    7. No other equipment or connections other than water district equipment are allowed in the meter pit.
    8. Any cut wires attached to the water meter will require the replacement of the water meter at the Builder’s expense. No splicing of wires is permitted.
    9. Any adjustments to the meter ring/lid height after final inspection will be completed by Consolidated Water District #1 and will be billed to the Builder.
  26. Initial inspection will be completed prior to backfilling at the time of the tap with water pressure on.
  27. The Builder/Plumber will be responsible for backfilling with ½” clean rock around the water main and corporation stop in a manner that supports the water main and corporation stop (gooseneck) prior to backfilling.
  28. The Builder/Plumber is responsible for providing a bed of rock (1/2″ clean) under the meter pit.
  29. Immediately after installation and inspection of the tap hole and trench, backfilling shall occur and be tamped in lifts into place to eliminate any settling.
  30. Finished yards for long side services shall immediately be resodded (no reseeding accepted).Any repairs to finished yards after final inspection will be completed by Consolidated Water District #1 and billed to the Builder.
  31. Final Clean-up shall be completed immediately after completion of work. All unused material, refuse and dirt shall be removed from the site.
  32. Final Inspection will be completed after all work listed above is complete and the Builder/Plumber notifies Consolidated Water District #1. Any corrections identified during the final inspection shall be completed within 14 days. If corrections are not made within 14 days, Consolidated Water District #1 will cause the corrections to be made, and an invoice will be sent to the Builder.
Consolidated Water District #1 Responsibility
  1. All water mains will be installed by Consolidated Water District #1 and/or our designee.
  2. Consolidated Water District #1 will bring all supplies for the service connection from the water main to the water meter, including the meter pit and ring/lid.
  3. Consolidated Water District #1 will supply and complete the installation of all corporation stops, pipe, taps, and make the pipe connections at the corporation stop and meter setter.
  4. Consolidated Water District #1 will connect the tracer wire to the water main and extend it to the meter pit.
  5. Initial and Final Inspections will be completed at the appropriate time and communicated to the Builder/Plumber The water meter and pit shall follow the following installation specifications: at the time of inspection.
  6. Upon completion of the water service and a passing final inspection, Consolidated Water District #1 will take ownership of the water service.
